California has adopted a rule for new replacement tires made in 2029 and later. Here’s what it covers, in plain words, from the California Energy Commission’s own pages. General information, not legal advice.
California isn’t banning tires people already have. The California Energy Commission (CEC) adopted efficiency standards for certain new replacement tires for passenger cars and light-duty trucks sold in the state. They apply to tires manufactured on or after January 1, 2029.

It applies to covered new tires manufactured on or after January 1, 2029, with a second, stricter phase for tires manufactured on or after January 1, 2033. The CEC approved the standards on August 17, 2026.

No. Used tires and retreaded tires are excluded from the rule.

The rule covers what tire sellers can sell. The CEC says it applies to tire retailers, not individual drivers, and it doesn’t regulate tires already installed on your vehicle.

Yes. The rule is based on a tire’s date of manufacture, not its date of sale, so tires manufactured before January 1, 2029 can still be sold.

The CEC says the standard sets no minimum performance standard for replacement tires marked with the Three Peak Mountain Snowflake (the winter-tire symbol). Some other special tires, such as temporary spare tires and motorcycle tires, are also outside the rule.

The CEC adopted it. As of October 19, 2026, it was listed with California’s Office of Administrative Law (OAL) as under review (file 2026-1006-03). We’ll update this answer when that review is complete.
The CEC says it will publish an online database of compliant replacement tires before the standard takes effect in 2029.
